During 1979 and 1980, various federal and state narcotics officers from Georgia to Texas participated in a massive undercover operation entitled "Operation Grouper." They posed as members of a marihuana offloading business that would provide landing spots for smuggling ships, labor to unload the marihuana, trucks for transporting the marihuana to a storage site, and the storage site itself.
