Plaintiff Edward C. Fredericks appeals from adverse decisions rendered on cross motions for summary judgment on three counts of his complaint in the District Court, under 42 U.S.C. § 1983, against defendant officials of the Massachusetts Army National Guard (MANG) for alleged violation of his constitutional and statutory rights.1 529 F.Supp. 264
