Appellant, Edward England, and his codefendant, Terry Lee Moore, were arrested in November 1978 and charged with murder and attempted murder, violations of R.C. 2903.02 and 2923.02. On June 11, 1979, that case was dismissed for want of prosecution. Appellant and his codefendant were reindicted on October 1, 1980 and appellant's arrest followed on October 16, 1980.
