The issue in this case arises from an effort on the part of the Civil Aeronautics Board acting in its regulatory capacity to examine books, records and corporate minutes of Frontier Airlines. The question pertains to the scope and depth of the authority of the Civil Aeronautics Board to examine any and all records of a carrier.
