Denied. We are unable to say that the courts below erred in denying relators the relief sought.

CALOGERO and BLANCHE, JJ., would grant the writ believing that the Public Bid Law prevents the parish from constructing the bridge in question when the cost exceeds the $30,000 limit provided for by LSA 38:2212 A(1). It is our further opinion that building a bridge to replace an old bridge is by its nature, a construction project and is not "maintaining ... public properties...
