Plaintiffs are a group of American Indians residing on the Gila River Indian Reservation in Arizona. They have standing to seek monetary relief from the United States under section 2 of the Indian Claims Commission Act, 60 Stat. 1050, 25 U.S.C. § 70a, which authorizes, among other grounds which may be relevant here, the filing of "* * * (5) claims based upon fair and honorable dealings that are not recognized...
