Defendant Charles Kabbaby and eleven codefendants were charged in a sixteen-count indictment in the Southern District of Florida. The linchpin charges in the indictment were a RICO conspiracy,1 which included all the defendants, and a substantive RICO offense,2 which included Kabbaby and seven other codefendants.
