This is an appeal by Espanola Way Corporation from a summary judgment in favor of the defendants entered by the district court. We reverse.

Paraphrasing, plaintiff-appellant's complaint sets forth substantially the following facts. Appellant alleged that at various meetings of the Miami Beach City Commission the defendants, all of whom were Commissioners, addressed the problem of the great influx of Cuban refugees.
