William R. Spears appeals the District Court's dismissal of his action brought under 42 U.S.C. § 1983. Spears, an Alabama state prisoner serving a 29-year sentence at Holman Prison, filed this action alleging that a number of his constitutional rights were violated during his incarceration in the city jail of Anniston, Alabama.
