On April 4, 1980, Valley Gas Company (the company), pursuant to the terms of G.L. 1956 (1977 Reenactment) § 39-3-11, as amended by P.L. 1977, ch. 236, § 2, filed with the Public Utilities Commission (the commission) a schedule of rates and charges which was to have become effective on May 5, 1980.
