The Department of Health and Rehabilitative Services [HRS] appeals an order of the trial court which dissolved a continuing writ of garnishment.

A final judgment of dissolution entered in 1976 awarded appellee Ernestine Sweeting (now known as Ernestine Forbes) custody of six minor children born of her marriage to appellee Freddie Sweeting. The final judgment ordered Freddie Sweeting to pay $25.00 per week child support. He made no child support...
