These cases arose out of the same incident and were consolidated on appeal. Plaintiff is the administratrix of the estate of Jeffrey Willis. On August 16, 1978, 16-year-old Jeffrey was a resident of Harbor House, a juvenile care facility for delinquent and neglected youths operated by defendant Department of Social Services.
