HOWARD, District Judge.

On September 15, 1981, this Court entered a Memorandum and Order finding that the defendant, Quinton R. Bradshaw, had placed fill material on wetlands without a permit in violation of Sections 301(a) and 404 of the Federal Water Pollution Control Act, as amended. 541 F.Supp. 880. The Court also directed the United States to submit a restoration plan for removal of the fill material...
