The question presented pertains to the proper classification, for customs duty purposes, of certain imported merchandise invoiced on shipment from Italy as "Tach-It Barbs," and from Japan as "Tach-It Nylon Tag Pins." The parties agree that the merchandise consists of plastic fasteners. The fasteners are produced in clips suitable for use in a mechanical attaching device referred to as a "gun." They have a single filament shaft with a flat paddle shape...
