In September, 1964, Dawn Mining Company executed certain mineral leases with the Spokane Tribe of Indians for the mining of uranium in the State of Washington. These leases were issued and approved by the Secretary of the Interior in accordance with 25 U.S.C. §§ 396 et seq.
