A petition for disconnection of certain land from the City of Draper was filed pursuant to Utah Code Ann., 1953, § 10-2-501 to 10-2-503, as amended in 1977. In a lengthy, thorough, and scholarly memorandum opinion, the trial court held that petitioners had met the statutory procedural and substantive requirements and entered a decree ordering disconnection.
