William Charles Dennis was involved in an accident February 25, 1978, in which James Holder was seriously injured. Government Employees Insurance Company (GEICO), plaintiff, brought a declaratory action to determine whether defendant Dennis was an insured under the terms of a public liability policy GEICO had issued to his father.
