This appeal revolves primarily around the construction of the Consumer Protection Act (CPA), RCW 19.86.010 et seq., and its relationship to RCW 18.85.010 et seq. (Broker's Act), governing the conduct and licensing of real estate agents and brokers. The trial judge, sitting without a jury, found only a small portion of plaintiff's claim to be cognizable under the CPA and awarded damages
