In December 1981 plaintiff-appellant was dismissed from her position as a secretary for the Army Corps of Engineers. Poor job performance was the stated reason for the dismissal. She appealed from the dismissal to the Merit Systems Protection Board and sought a hearing. The Board scheduled a hearing on her case for March 11, 1982, in New York City. Plaintiff immediately wrote to the Board, asking that the hearing "be transferred to San Juan...
