Henry Sampson, an inmate at Louisiana State Penitentiary in Angola, Louisiana, brought this § 1983 action against C. Paul Phelps, former Secretary of the Louisiana Department of Corrections, Frank Blackburn, former Warden at Angola, and two correctional officers.
