Petitioners seek judicial review of a final order of the Land Use Board of Appeals (LUBA) dismissing, for lack of jurisdiction, their appeal of a Washington County land use ordinance, enacted by initiative. We affirm.

In November, 1980, Washington County voters adopted a "Lot of Record Land Use Ordinance" placed on the ballot by initiative petition. The ordinance, by its terms, became part of the County's comprehensive land use plan...
