HATTER, District Judge:

Union Oil seeks to have Department of Energy (DOE) Ruling 1981-1 of February 19, 1981 declared unlawful. That ruling was made in the wake of President Reagan's Executive Order of January 28, 1981, which ended price controls on domestic crude oil.
