This case comes before us on the petition of the Cincinnati Association for the Blind for review of cease and desist and bargaining orders issued by the National Labor Relations Board. The Board has cross-applied for enforcement of its orders. We must determine whether the Board abused its discretion in deciding that visually handicapped workers at the Association's Sheltered Workshop...
