This action raises again the question of the application of the "one person, one vote" principle of the Fourteenth Amendment to an agency of local government.1 Plaintiffs are three registered voters of the Borough of Brooklyn who seek declaratory and injunctive relief to remedy claimed disproportionate representation of their borough on the Board of Estimate of the City of New York...
