This action is before this Court upon the petition of Joseph S. Serian, Doctor of Optometry, for an appeal from the final order of the Circuit Court of Marion County, West Virginia. That order, entered on April 11, 1980, affirmed the June 29, 1979, ruling of the West Virginia Board of Optometry revoking the appellant's license to practice optometry in West Virginia.
