In this originally pro se action1 under 28 U.S.C. § 1331(a) (1976), the appellant Albert Garza claims that a purported "lockdown" in effect at the Marion, Illinois, federal penitentiary (Marion) violates his due process and equal protection rights. He also claims that his security level classification is arbitrary and capricious and that he was denied equal protection when his request to transfer to another...
