Petitioners arrived in this country as visitors for pleasure from Poland, Josef Bak in November 1979 and Teresa Dworniczak in March 1980. Both overstayed the times appointed for their departure, and the Immigration and Naturalization Service (INS) instituted deportation proceedings.
