Appellants James Longwell and Peggy Stevens are, respectively, owner and lessee of property located at 138 East Main Street in Bridgeport, West Virginia. Mr. Longwell purchased the property in 1971. At that time a restaurant selling beer had been operated on the property for approximately 20 years. Although the restaurant did not meet the requirements of a 1955 zoning ordinance, it was permitted to operate under a so-called "grandfather" clause since...
