The petitioners, employees of Black Hawk-Buchanan County Head Start, appeal from the district court's decision affirming the respondent-agency's, Department of Job Service, denial of their claims for unemployment benefits. The petitioners, who were unemployed for the summer, claim that their unit was not an educational institution within the meaning of Iowa Code § 96.19(37) (1981), and that they were thus entitled to receive unemployment benefits...
