This is an action for declaratory and monetary relief brought by a former employee of the New York City Board of Education (the "Board"). Essentially, plaintiff's complaint alleges that defendants refuse to acknowledge his claim to tenure as a day high school principal, a right he contends is secured by New York's common-law doctrine of tenure by estoppel, and that this refusal is a product of defendants' conspiracy...
