Defendant, Denzil L. Dukes, is a member of the Village of South Pekin Board of Trustees. South Pekin is a rural community with a population of approximately 1,250 people. Mr. Dukes is also a member of the South Pekin Grade School Board. The grade school, offering classes to students in grades K through 8, has approximately 360 students.
