The plaintiff Ray County sued the defendants Heath and others as Trustees of Crystal Lakes, a residential subdivision within the county, to enjoin the closure of certain of its roadways against use by nonsubdivision Ray County residents. The prayer for relief was premised on the pleaded contents of a letter from the Crystal Lakes developer to the county court that the roadways of the subdivision would be available for use to all residents...
