BOWEN, District Judge.

This is an action pursuant to 42 U.S.C. § 1983 in which the plaintiffs seek declaratory and injunctive relief. The plaintiffs claim that they, as black citizens of Emanuel County, Georgia, are being denied the opportunity to participate effectively in the election of the members of the Emanuel County Board of Education.
