Petitioner Tolbert Dickson sought in the district court a writ of habeas corpus under 28 U.S.C. § 2254. In 1975 Dickson was found guilty of sexual battery in violation of Florida Statutes § 794.011(3)1 and sentenced to thirty years imprisonment.
