This is an appeal from an order of the Ramsey County District Court granting a temporary injunction restraining appellants, Ramsey County Attorney Tom Foley and the Ramsey County Board of Commissioners, from terminating respondents' employment by Ramsey County pending a determination of the action on the merits.
