Eugene Spring appeals from the Stevens County Superior Court's dismissal on appeal from the Board of Industrial Insurance Appeals award of permanent partial disability. We hold that the trial court did not apply the proper standards in making its decision, and reverse the Court of Appeals and remand for retrial.
