This appeal turns on the validity of a warrantless stop and boarding of an American vessel by customs agents in customs waters. Following the stop, approximately 15,720 pounds of marijuana were discovered on defendants' boat, sufficient to convict defendants of attempt and conspiracy to import marijuana.
