Griggs, and Billy Gene Edwards, brought suit on the theory of a nuisance, for a permanent injunction against Kansas City from the construction and operation of a solid waste landfill, and the construction of a levee adjacent to the north side of Big Shoal Creek, which forms the southern boundary of Claycomo, the area of the proposed landfill.
