The defendants are charged with operating places of business in the city of Boston without first obtaining licenses allegedly required therefor by various provisions of the General Laws, city ordinances, and regulations of the Licensing Board for the City of Boston. The cases are before us on an interlocutory report posing a number of questions concerning the constitutionality, validity and applicability of the statutes, ordinances and regulations involved...
