Petitioner, the Dupont Circle Citizens Association, seeks review of a Zoning Commission order approving an application by the International Association of Machinists (IAM) for construction of a Planned Unit Development (PUD) near Dupont Circle. Petitioner contends that IAM did not comply with the Commission's requirements for application materials, that the PUD requirements were not satisfied, and that the Commission failed to address the issues...
