Appellants Rubin Hudson and Edward Fant are black farmers in northern Mississippi who, over the years, have each borrowed considerable sums from the Farmers Home Administration (FmHA).1 Denied further loans, both filed this suit on behalf of themselves and a class composed of, essentially, small farmers and black farmers applying for FmHA loans.
