On November 14, 1979, Special Agent Gene Bachman of the Drug Enforcement Administration (hereinafter referred to as "DEA") and Ken, a confidential informant, arranged by taped telephone conversations to buy one kilogram of cocaine from the appellant, Donald Hughes.
