Plaintiff, Norris Dale Jackson, filed suit to recover damages for personal injuries allegedly suffered when he stumbled while stepping out of an elevator which stopped above floor level in the Catahoula Parish Courthouse in Harrisonburg, Louisiana, on August 12, 1976.
