Petitioners are eight inmates who, at the time of the incidents and proceedings relevant to this appeal, were confined at the Clinton Correctional Facility. On December 10, 1979, officials at the prison issued a posted rule which prohibited inmates from wearing any type of clothing or toweling while taking a shower in the bathhouse.
