This controversy revolves around an amendment to a contract between the State of Alaska and the Alaska Petrochemical Company ("Alpetco"),1 by which the state is selling 75,000 barrels a day of its royalty oil to Alpetco. McKinnon and Parker, who were legislators at the time the contract was amended, and the Alaska Public Interest Research Group (hereafter collectively referred to as McKinnon) brought...
