Plaintiffs appeal an order dismissing their petition for a writ of common law certiorari and their declaratory judgment action. We affirm.

The facts of this case are undisputed. The 13 plaintiffs comprise two groups of employees of the Department of Transportation: 6 external auditors and 7 photogrammetrists.
