On August 13, 1981, Congress passed the Omnibus Budget Reconciliation Act of 1981, P. L. 97-35, 95 Stat. 843. Title XXIII, Subtitle A, Section 2301, lowered AFDC payments to working parents by lowering the amount of income that would be disregarded in the calculation of family need.
