Frankie Tatum was detained in the Pemiscott County Jail in Caruthersville, Missouri, from December 2 through December 20, 1977, while awaiting trial on a charge of first degree murder. After transfer from that jail, he commenced a civil rights action against the Sheriff of Pemiscott County, Jake Houser, in the United States District Court for the Eastern District of Missouri.
