Defendants assert that the Court lacks jurisdiction, that defendant Burtell Jefferson cannot be held liable for the alleged tortious conduct of defendant McDonald, and that some of plaintiff's claims are barred because of a failure to comply with the mandatory notice requirements of D.C.
