In October 1978, Debra Downs, a black/native American female, was one of twenty-eight persons who applied for appointment as a Sioux City police officer. After passing the written examination given by the Sioux City Civil Service Commission (CSC), see § 400.8(1), The Code 1977, Downs proceeded to the physical examination stage, which is administered by the board of trustees of the Sioux City Police Retirement System (pension board),
